This Ringmaster message is being sent from Police HQ at the request of the Road Policing Unit.

Once again we would like to remind you that the Christmas Drink Drive campaign starts on 1st December 2008.  At this time of the year many people do not realise how much they have had to drink before driving home and the combination of bad weather, poor visibility and impaired responses can be fatal.

Please get the message out that if anyone is concerned about someone drink-driving they can call Crimestoppers 0800 555 111 anonymously with details of the drink-driver, the vehicle they use and the area or place this is happening.

The Crimestoppers 0800 555 111 number should be used to give information anonymously where people feel vulnerable or do not want their identity to be known.  The caller cannot be identified, the number does not appear on telephone bills and calls from landlines and many mobiles are free. Information given on this number is passed to the local police force and in Avon and Somerset calls relating to drink-driving will be acted upon by local officers and the road policing unit.  This number can be used at any time during the year to report drink-driving, information about crime, drug dealing, fraud or other criminal activities where the caller wishes to remain anonymous.

Bit of an odd one....

There have been numerous reports of Eastern European males knocking on doors across the district yesterday, purporting to be 'deaf and dumb' and asking for money with hand written notes and offering pictures for sale. This has caused fear and intimidation to some of those visited...Please report all such callers immediately to the police and remind members of the potential opportunity for crime with cold callers to the door.

Once again the hunt is on to find the best of the best in Avon and Somerset Constabulary with the annual Community Policing Awards.

The awards recognise the outstanding work of the force's Neighbourhood Beat Managers, Police Community Support Officers (PCSOs), Special Constables (volunteers) and Neighbourhood Teams, as well as other members of staff who make a valuable contribution to ensuring communities be safe and feel safe.

Members of the public are being asked to get involved and nominate the officer or member of staff they feel goes that extra mile to reduce crime and improve the quality of life for residents in the neighbourhoods they serve.

Nominations are being accepted until November 30 for the following awards:

. Neighbourhood Beat Manager of the Year
. PCSO of the Year
. Special Constable of the Year
. Neighbourhood Team of the Year
. Outstanding Customer Service Award

The Community Policing Awards are jointly organised by Avon and Somerset Police Authority and Constabulary.

A dedicated website www.communitypolicingawards.org.uk has been set up for members of the public to easily nominate, or alternatively you can collect a nomination form from police stations across the force.

The closing date for nominations is November 30, 2008. After that date, the nominations will be reviewed by an independent panel and winners will be selected for each of the six policing districts (Bristol, South Gloucestershire, Bath and North East Somerset, North Somerset, Somerset West and Somerset East).

An awards ceremony will be held next March when the overall Avon and Somerset winner for each category will be announced.

Two sentenced after a distraction burglary & 100mph motorway chase

A quick phone call was the key here.  All too often distraction burglary victims delay calling the police because they go for a cup of tea with a neighbour, call their son on the phone and tidy up a bit.  By the time they call us an hour later it's too late.

But last February we had a call whilst the offenders from Nottinghamshire and London were still rummaging around a house in Portishead.  They had tricked their way in by asking to see the victim's stop-cock, asked for change for a £20 note, and asked for her pension number; an old trick designed to find out where the householder keeps her cash. The phone call to
the police was made by the victim's neighbour across the road who observed the males going in and was suspicious.

On police attendance three males were seen to run off and drive away at speed in a Silver Ford Mondeo.  After a pursuit when the offenders drove the wrong way along the M49, Michael CONNORS; 14-08-60 and Peter McCann; 24-04-80 were arrested.
A third unknown suspect escaped, having jumped from the moving car.

 In late September McCANN was sentenced to 21 months for the burglary, and CONNORS was given 31 months for the dangerous driving.To watch a video clip of the chase follow this link: http://news.bbc.co.uk/1/hi/england/bristol/7642862.stm

Look for out for a transit style flatbed truck, white cab with blue sides, containing three males. The registration is partial at the moment and is believed to be R registered and the last three letters on the plate are SNA. These three males are believed to be touring our villages and finding any scrap metal that they can, including taking property from residents gardens etc. They are also stripping copper cables and are also probably responsible for the on-going problems around our area. Any persons who see this vehicle are encouraged to call the police on 0845 456 7000 and report it to us as a suspect vehicle which could possibly be involved in crime.

This is a Ringmaster message to ask you to look out for a vehicle which is believed to be being used in distraction burglaries in the Gloucestershire area.  The vehicle is a blue Ford Focus, 3 door saloon model ST-2 on false plates: BN 08 HDV.  You may have received an earlier message with a different number they were seen changing the plate (13.37 16.07.08).  Either number might now be used: BV 57 YRU

If you see this particular vehicle with one of these registrations please dial 999 and report it immediately.  If you see a similar 3 door blue Ford Focus vehicle in the area of elderly or vulnerable residents please call 0845 456 7000 and give details.

Please keep up this observation for about the next 7 days from 16.7.08.  We will endeavour to let you know if the vehicle has been found.

You are no doubt aware of the escalating costs of oil and as a result there have been a number of reported thefts of heating oil from tanks in domestic properties throughout our policing district. Could you please ask your members that have oil tanks to check these periodically throughout the summer for theft of oil rather than wait until later in the year when the central heating is switched on.

Please also report to the police any suspicious activity regarding sightings of vehicles carrying containers or towing bowsers. If you require specific security advice please telephone 0845 456 7000 and ask to be put in touch with either your local Beat team or the District Crime Reduction Officer who is based at Wells.

AVON and Somerset Police Authority is looking to appoint three independent members to work alongside the existing five independent and nine councillor members.

If you, or someone you know are up for the challenge, are over 18, of independent mind and live or work in the force area and have done so for at least a year, why not apply?

As an independent member you will have a say in what the policing priorities are for Avon and Somerset, how the force budget is allocated as well as scrutinise the force performance and ensure local people's views are heard.

A commitment of, on average, 10 hours a week is required, for which a basic allowance of £8,970 and expenses including childcare and carer's expenses are payable. Appointments are normally for a term of four years, and will start from 1 October 2008.

We are looking for people with:
Good communication skills and a willingness to seek out and listen to the views of all sections of the local community on policing issues;
Relevant skills, experience and knowledge, for example, in management, business, finance, community or race-relations;
Knowledge of diversity issues to support the Authority's duty to promote equality and diversity in the police force, and
The ability to represent a broad range of local communities and challenge accepted views in a constructive way.

Just to up-date you, if you have not heard already, a pick up style vehicle, red in colour and is a Toyota make, was seen by a local farmer in Butleigh, looking at a tractor that was parked up in a field and a male was seen to have two barrels with him. On closer expectation, the farmer noticed that the fuel cap had been removed and diesel had been taken. The registration of the offending vehicle is R416 RJO, Red Toyota Pick up vehicle. Description of the offender is White male, dark brown hair, mid 20's, F510 tall, stocky build, blue T shirt, who was with a female, dark hair in the passenger seat.

You may remember that I contacted you recently regarding West Country Crimestoppers - an independent charity helping to solve and reduce crime in our local communities.  Crimestoppers runs the 0800 555 111 number, which allows anyone to provide information about crime and criminals in complete anonymity.

As Neighbourhood Watch Development Officer for Avon and Somerset, I have a seat on the West Country Crimestoppers Board, representing the views of some 30 per cent of local people and disseminating information through the NHW network.

This year, Crimestoppers marks 20 years of helping in the fight against crime with a re-launched website. There have already been reports of ride on mowers being stolen from the Cranmore area. In addition as the weather warms up it is important to remember to close downstairs windows to your property overnight or when the property is unoccupied. Please ask members to review their security.

Volunteers in Policing

This is a message from Harriette Dottridge, Neighbourhood Watch Development Officer, Police HQ about volunteering to work with your constabulary.  Many of you are already very active in your communities but there is now a programme through which you can volunteer to for specific roles to work alongside regular officers and police staff.

It also stands for Volunteers in Policing which is a programme that looks for people to work with us in a variety of ways.

Crime and Communities Review – Have your say

The Crime and Communities review is looking at how local communities, the police, local criminal justice agencies and other local partners can best work together to reduce crime, raise community confidence, improve information to local people and lower the fear of crime.  The review also is looking at what makes people get involved in tackling problems in their community.

A key part of the review is to gather together evidence – and the voices, experiences and opinions of the public and other interested groups and representatives are key to this.

As part of this evidence gathering, the review team has put together a Have Your Say questionnaire which covers some of the key questions of the review.  We would be grateful if you would take the time to complete it if you have a view you would like to share.

The deadline to complete the questionnaire is Friday, 11 April 2008.

I had a call from a village resident yesterday in Godney, stating that a male has been walking around the village acting in a strange manner. Unfortunately, I have only got very brief details at this stage and was unable to get a description from her. I will see what other information I can find out today, however, I have not had any calls or information about this before. I have also checked the recent police calls for Godney area and at this stage, no report has been given to police in relation to the above.

Please can you let your contacts within Godney know about any persons prowling around and to contact police immediately should this occur.

Crime Prevention
Yet again theft of metals for scrap, particularly lead, is prevalent across our sector.  We are appealing for information and asking people to take extra precautions to protect their property while scrap metal prices are high.

Thieves are targeting churches, businesses, domestic garages and homes,  committing the thefts at any time of the day or night.  Police and Police Community Support Officers are stepping up patrols in the affected areas.

There are steps businesses and individuals can take to protect their property:

-   Make it difficult for thieves to access your roof. Ensure ladders are securely locked away and make sure wheelie-bins, water butts and similar items can't be used to climb on to reach the roof.

-   Keep gates locked and restrict vehicle access
-   Ensure items such as wheelie-bins and wheelbarrows, which could be used to remove stolen metal, are locked away wherever possible.

-   Apply anti-climb paint to drain pipes and roof guttering. (It should not be applied below a height of two metres and notices warning of its use should be prominently displayed)

-   Thieves can be deterred by painting lead with a high-tech DNA marker, such as SELECTADNA, a grease which has a DNA tracer. It can be used on leaded windows, piping and roofing. It slashes the resale value and helps identify the metal as stolen.

Police are also asking people to keep an eye out for any suspicious behaviour and report it immediately.

Street

Four female juveniles from Shepton Mallet were arrested for theft on 19th February after having been detained by security guards at Clarks Village.  A large amount of property from 11 different outlets was recovered.  All received official reprimands.

Police are looking for witnesses to an incident in the car park off Farm Road in Street at around 1700 hours on 25th February, when, following an incident between a skateboarder and a motorist, a 15 year old youth was assaulted.

At approximately 0310 hours on 28th February a Vauxhall Tigra left parked and unattended on a driveway at Berkeley Road, Street, suffered damage when paint stripper was poured over it.

Two Street females received official police cautions on 28th February after being arrested for theft from Aria, High Street, Street.

An elderly Bridgwater resident became a victim of crime on 29th February when her handbag and purse was stolen whilst she was shopping in Sainsburys, Street.

Yet again, we have suffered a spate of theft from motor vehicles across our area this week. We are fortunate to live in such a beautiful rural area; however that does mean that our beauty spot car parks are a prime target for the opportunist car thief.

A reminder. Don't give car criminals an easy ride -

  •  Don't leave anything on display in your car. Even an old coat on the back seat is a temptation for some to 'smash and grab'. They steal first then think about value later.

  • Take all your belongings with you when you leave the car. If you can't, lock them in the boot preferably before you start your journey. Someone may see you putting them in the boot before you set off for your walk.

  • Use your car alarm if you have one.

  • Park near other vehicles, rather than in an isolated spot.

Glastonbury
A 24 year old Street male was arrested at 11.25am on 15 February for threatening and abusive behaviour following an incident at George Street, Glastonbury. He was charged to appear before the court.

A 33 year old Bridgwater male was arrested at 12.28am on 16 February, having been seen in a vehicle at St John's car park, Glastonbury in possession of illegal substances. Enquiries are continuing.

Enquiries are continuing into an incident at 6.15pm on 21 February on the A39 at Glastonbury when, following a road rage type incident, an assault took place.

Overnight 22/23 February, a white Ford Fiesta parked in a residential car park at Abbey Lodge, Bere Lane, Glastonbury, suffered damage when its tyres were slashed by persons unknown.

Between 5.45pm and 6pm on 23 February a Hyundai Sante Fe motor vehicle was broken into in Wellhouse Lane, Glastonbury after it had been left parked and unattended for a short while. A handbag and contents were stolen from the boot area.

Overnight 23/24 February an attempt was made to steal a white Peugeot which was parked in Town Hall car park, Glastonbury when person(s) unknown smashed the driver's door window and tampered with ignition cables. Nothing was stolen from within the vehicle.

In a further instance of vehicle crime, during that same night, the front panel and wing mirror of a Yamaha moped left parked and unattended in St John's car park were torn off by person(s) unknown.

Street
A 20 year old Street female received an official police caution on 17th February for obstructing police during an earlier arrest of a male from her home address.

A 20 year old Street male was arrested for possession of illegal substances with intent to supply at 9.30pm on 22 February in Higher Brooks, Street, having been found in possession of a quantity of white powder. He has been bailed awaiting drug analysis results.

At 12.15am on 24 February a 19 year old Street male was arrested in Hindhayes Lane, Street for anti social behaviour when, having been warned about being verbally abusive, he continued to be so. He received a fixed penalty fine.

Overnight 23/24 February person(s) unknown gained entry to a property in Springbok Close, Street and removed an Acer lap top.

Some time during the day of 20 February, a red Peugeot motor vehicle left parked and unattended in Brutashe Terrace, Street, sustained damage along the whole passenger side by scratching with a sharp instrument.

At approximately 4am on 25 February person(s) unknown forced entry into a white Peugeot at Middle Brooks, Street and removed a quantity of tools including a stone cutter and radio equipment.

Shepton Mallet
A 44 year old Wells male was arrested at 4.35pm on 28 February following an incident at the George Inn, Croscombe when an amount of cigarettes, tobacco and money was stolen from the pub after closing time. A foot chase by an off duty police officer ensued and the male was finally detained in Thrupe Lane. He has been charged to appear before the court.

A 19 year old Shepton Mallet female was arrested on 24 February for failing to appear at court and other offences. She was charged and remanded in custody for court.

Police are looking for witnesses in relation to an incident at the Bell Inn, Evercreech at approximately 11pm on 22 February when the glass in an internal door was smashed.

Enquiries are continuing into an incident at The Farmhouse, Evercreech following an incident at around 3pm on 23 February when a number of touring caravans were damaged.

Some time between 17 and 24 February person(s) unknown forced entry to a wooden shed at Cannards Grave, Shepton Mallet and removed a Clark generator.

Between 1015am and 10.30am on 21 February a handbag and contents were stolen from a vehicle parked on a driveway at Ditcheat. The bag was later recovered from a ditch with the money removed.

Some time between 21 and 23 February, garden ornaments have been removed from the front garden of a property in Walnut Grove, Shepton Mallet.

11 cases of cider have been removed from a trailer at Matthew Clark Wholesale, Fosse Lane, Shepton Mallet over the weekend of 23/25 February.


Wells
A 38 year old Wells male was arrested for assault at 9pm on 19 February in Wells High Street, following an incident at the Crown Hotel which resulted in windows being smashed and customers being showered with glass. The male subsequently received an official police caution.

Overnight 16/17 February a small pane of glass in a sash window in Priest Row, Wells, was smashed by person(s) unknown.

Overnight 18/19 February person(s) unknown attempted to force entry into Foster Yeoman quarry at Dulcote by ramming the front entrance gates. The gates were damaged but no entry was gained.

Some time between 18 and 20 February person(s) unknown attempted to force entry to a property at The Green, Priddy. Damage was caused to French windows but no entry was gained.

Some time between 12.30pm and 2.30pm on 20 February person(s) unknown entered a Ford Focus motor vehicle left parked and unattended at Ebbor Gorge car park, Wells and removed a handbag and contents.

 I would like to thank you and your members for the involvement towards NHW and the support given to myself and to your local beat policing teams during the last year.....Please be aware once again of the extra valuables in the form of presents you will have at this time of year .. Please follow the usual advice of keeping presents out of sight of passers by both in the home and particularly when out shopping in your car. To have somebody enter your home and commit a burglary is traumatic enough...About this time of the year a few years ago I visited a property with a scene of crime officer where the intruder had ripped open all the Christmas presents before taking only those he/she wanted and leaving the others scattered and broken around the house. The distress of the occupants will remain with me for a long time. Although it will always be difficult to beat the determined intruder, most of our crime is opportunist and by following basic crime reduction advice and being aware of the potential for a criminal act to take place we should all be able to reduce the opportunity for crime.  Lets make it difficult for those who live on the fringe of society and prey on the vulnerable to enjoy Christmas at our expense!!....

 Have a safe, enjoyable and crime free Christmas - and a neighbourly New Year.

Wells Sector Press Report

We need your help.    During the past two weeks our area has seen a sudden increase in damage to and theft from vehicles during night time hours.  This is right across our area with different towns being targeted on different nights. 

Shepton - Great Ostry, Hillmead, Prospect Place, Shaftgate Avenue, Coombe View, Town Lane, Cowl Street, Tipcote Hill
Street - Bayliss Centre, Overleigh, Bramley Road, Lavender Court, Goss Drive, Seeley Crescent, Middle Brooks
Wells - Welsford Avenue and St Cuthberts Avenue
Chilcompton, Walton, Midsomer Norton, West Compton, West Pennard

These are of course not all connected, but without doubt the majority probably are and are part of a series throughout the whole area, not just the Wells Police Sector.   Officers are of course out and about patrolling overnight but our policing sector is so vast.  We are therefore asking local residents to assist us in catching those responsible and bringing them to justice.  If you are awake and/or out and about overnight please keep your ears and eyes open.  We need to gather as much information as possible of vehicles - colour, makes and/or models and of persons - gender, age, clothing, descriptions. Crime Prevention

Guard against vehicle crime. 
-  Park in well lit, busy areas
-  Remove all valuables if possible and certainly leave nothing on view
-  Security mark all equipment like car stereos
-  Lock the vehicle securely, setting the alarm and immobiliser

Crime Prevention

Don’t be a victim of car crime this Christmas'.  Christmas shopping?  Most will surely agree that the one thing that attracts us into a shop is a good, well stocked window display.  Vehicles are like shop windows - a good, well stocked car could well attract that opportunist thief.  Like a shop, if it looks good through the window, they won't hesitate to enter - and that means forcibly breaking in.  Don't be a victim of car crime this Christmas.  Think 'shop window' and keep gifts and shopping locked away - out of sight in the boot.    

Street

In a clampdown on nuisance driving, on Sunday 28th October,  PCSO Tim Richards was on patrol in Street when he witnessed an individual driving carelessly (handbrake turns etc) in Southside car park.   He obtained the drivers details and passed them to the Beat Manager, PC Slade.   Acting on PCSO Richards evidence,  PC Slade stopped the same car on 31st Oct and reported the driver for driving without due care and issued him with a S59 notice, which means if he is stopped driving any vehicle in an anti social manner anywhere in UK in next 12 months, the vehicle can be seized.

PC Slade, Beat Manager based at Street Police Station is looking for any information in relation to damage to a number of vehicles in the Church Road, Middle Brooks and Pine Close areas of Street between 6th and 7th November.

Enquiries are continuing into a break in overnight 6th / 7th November at Take 5 5, Crispin Centre in Street when person(s) unknown gained access to the building causing an amount of damage.  An amount of cash was stolen.

Cold Tarmac Callers

Dear All,
        I have had a call today from Walton letting me know of a male who turned up at a house last week and was very pushy about having the householders drive tarmaced. A description was given of the vehicle, which is red in colour, a van size vehicle, with the words "H SMITH" displayed to the rear of the vehicle. No registration plate given as not seen. Please can we ask all NHW members to be aware of persons calling at at their homes and if these persons are very sales pushy, please note descriptions etc and give the police a call.
